
Leadership Team
The Leadership Team consists of the president; provost; vice presidents; executive director of planning, research, and organizational development; the director of development/executive director of the HCC Educational Foundation; and the president’s chief of staff. The team manages the operations of the college and receives recommendations from the functional units, the strategic action council, and college council.

Dr. Shantay R. Grays, Provost and Executive Vice President
Dr. Shantay Grays serves as the provost and executive vice president at Howard Community College. In this role, she provides dynamic leadership and oversees a wide range of critical areas, including student services, academic affairs, advising, development, engagement, and enrollment services. Her unwavering commitment ensures that the college campus thrives and excels in its mission to serve the college community.

Jarrett Carter Sr., Vice President of External Affairs, Communications, and Advancement
Jarrett Carter Sr. holds the position of vice president of external affairs, communications, and advancement. In this role, will oversee the areas of public relations and marketing, and development. As a corporate communications and higher education subject matter expert, he specializes in crisis and external communications, executive search, programmatic development, and constituent relations. Delisle Warden, Vice President of Policy and General Counsel
Delisle Warden assumes the role of vice president of policy and general counsel, responsible for supervising the college's legal, contractual, policy, and procurement initiatives. Mr. Warden joined Howard Community College on July 31, 2023, with an unwavering dedication to fostering the campus's growth and success in fulfilling its mission of serving the college community. Minah Woo, Vice President of Workforce, Innovation, and Strategic Partnerships
Ms. Woo is responsible for providing vision, strategic guidance, and innovative solutions for workforce development initiatives including short-term certification/licensure programs and apprenticeships. She is also responsible for community development initiatives including personal enrichment, senior programming, adults with special needs, youth programs, and languages and culture initiatives including world languages, English as a Second Language, and adult basic skills/high school diploma programs.

Deidra Adams, Associate Vice President of Human Resources
Deidra Adams joined Howard Community College on July 21, 2025, as Associate Vice President for Human Resources. She is part of the CampusWorks team providing HR support and serving HCC staff, faculty, and students. With over 20 years of experience, Deidra comes to us with broad HR knowledge having worked across varied industries and organizations She earned her undergraduate degree at the University of Baltimore and is a certified Change Management professional through the Prosci group.

AJ Fischer, Associate Vice President of Finance
Currently serving as the Associate Vice President of Finance for Howard Community College through CampusWorks, AJ is a results-driven finance expert with a wealth of experience in financial management and accounting operations. He takes pride in leading his team, fostering a culture of transparency and accountability while implementing process improvements to drive operational efficiency. Most of his career has been spent dedicated to higher education helping students, faculty, staff, administration, and serving the community.

Zoe Irvin, Executive Director Planning, Research, and Organizational Development
Ms. Irvin serves as the college’s accreditation liaison officer, monitors the achievement of the institutional effectiveness plan, and is responsible for providing research design, and planning services, as well as the development and implementation of best practices at Howard Community College. Jane-Ellen Miller, Interim Chief Information Officer
Ms. Miller serves as the Interim Chief Information Officer. In this role, she will oversee the technology leveraged by the campus community while providing leadership over the teams managing the technology infrastructure to meet the needs of the institution’s strategic plan and mission.

Stephanie Wall, Chief of Staff & Special Projects
Ms. Wall is the chief of staff providing support for both the president and the board of trustees. She serves as the board liaison to the college and is a member of the Leadership Team. Additionally, she works with college faculty and staff on issues originating from both the board and the president; to further the work of the office of the president. Ms. Wall's Bio.

Molly Hong, Executive Assistant to the President
Ms. Molly Hong serves as the executive assistant to the president. In this role she provides high-level support to the president, senior leadership team, and the board of trustees.
