Housing and Energy Assistance
Housing Subsidy Agreement
In partnership with HCC, the Howard County Department of Housing and Community Development (DHCD) and the Columbia Housing Center (CHC) has created a subsidy to assist low- to moderate-income college students with house needs for up to two (2) years while obtaining their higher education.
Students must carry a minimum of six (6) credits per semester and must attend both spring and fall semesters while receiving the subsidy. Please visit the CHC's website for all eligibility requirements. If you think you qualify, please contact Financial Aid Services by emailing finaid@howardcc.edu or calling 443-518-1260. More information will be available soon.
This subsidy aims to remove the barrier of locating and maintaining housing, thereby addressing the financial constraints that students face in securing suitable accommodations during their educational journey.
Community Action Council Housing Assistance
Community Action Council of Howard County offers housing assistance to Howard County residents. Assistance includes eviction prevention (providing individuals and families with one-time financial grants), First Month’s Rent (assists with paying the first month’s rent when an individual or family is moving into a new home), One Month’s Rent (assists with paying one month’s rent past due), or assistance with other housing emergencies such as utilities.

Howard County Housing Commission is a Public Housing Agency that participates in the Section 8 Housing Choice Voucher (HCV), and Public Housing programs.

The Housing Choice Voucher Program is a federally-funded, locally administered rental assistance program that subsidizes the rent of lower-income families, the elderly and disabled to afford decent, safe housing in the private market through the use of federal funds.
