
Use of College Facilities by All Groups and Individuals Procedure - 70.01.01
College Policy Number/Title:
The following procedure outlines Howard Community College’s (HCC) guidelines for facilities use by external and internal groups and individuals. All indoor and outdoor facilities will be assigned based on the following priorities:

- College credit and noncredit instructional programs;
- College sponsored events and activities;
- Howard County Public School System;
- Howard County and Maryland State agencies and departments;
- Community groups affiliated with Howard County;
- Other groups and individuals.

College premises cannot be used for events that are essentially private in nature such as parties, celebrations, recitals, birthdays, weddings, anniversaries, memorial services, and other similar social gatherings, unless otherwise authorized by the president of the college
Making Requests for College Facilities
HCC offers a wide range of technology-enhanced facilities including classrooms, meeting rooms, theatre spaces, art galleries, and athletic facilities. To request space, contact the director of auxiliary services at dgrim@howardcc.edu and complete the following:

- Read the Guidelines for Use of College Facilities
- Review the Facilities Rental Spaces that are available
- Submit the Facilities Use Application/Request to the director of auxiliary services

If food and/or alcohol will be served, additional information must be provided when submitting the Facilities Use Application/Request.

- 60 days – If beer or wine will be served at an event, the user must submit a Facilities Use Application/Request and provide written justification to the director of auxiliary services 60 days prior to the event. If approved, the user must submit a copy of the Liquor License issued by the Howard County Liquor Board 15 days prior to the event.
- 30 days – The user must submit a Facilities Use Application/Request along with a certificate of insurance and verification as a business organization or non-profit status at least 30 days prior to the event.
- 15 days – The user must return the signed Agreement for Use of College Facilities with full payment of estimated costs at least 15 days prior to the event. Any additional fees incurred will be billed and must be paid within 30 days of the event.
- 10 days – HCC will refund all amounts paid by the user less any costs incurred by the college if written notice of cancellation is received by the director of auxiliary services at least 10 days prior to the event. If written notice is received less than 10 days prior to the event, the college shall retain 10% of all payments by the user.
