
Non-Faculty Dispute Resolution Procedure - 63.13.02

Howard Community College expects that every effort will be made on the part of both parties to reach an amicable and rational solution to issues prior to entering the dispute resolution process. When such solutions cannot be achieved, grievable issues as listed in policy 63.13, Employee Dispute Resolution, should proceed through the following steps when the complainant is a non-faculty staff member, either budgeted or temporary with benefits.
Dispute Resolution Procedures
- The staff member should contact their immediate supervisor and advise them of the dispute or issue. A meeting with the supervisor is recommended but not required. The supervisor will consider the staff member’s complaint and respond verbally or in writing with their decision within 10 calendar days of their receipt of the complaint.
- If the staff member feels that the problem is not resolved satisfactorily with the supervisor, the employee may file an official grievance form with the office of human resources. The official grievance form is on the HCC portal. The office of human resources must receive the form within 30 calendar days of the date the cause of complaint occurred. The office of human resources will review the grievance raised by the staff member and issue a written response within 30 calendar days. The time limit may be extended for reasonable cause.
- If the staff member feels that the problem is still not resolved satisfactorily, or at the recommendation of the office of human resources, the employee may forward the grievance form, along with the written response of the office of human resources, to the staff member’s area vice president. The staff member must submit the form to the vice president or their designee within 10 calendar days of receiving the response from the office of human resources. Within 30 calendar days of receipt of the request, the employee's vice president shall prepare a written decision concerning the dispute. The area vice president’s decision is final. The decision is communicated to the staff member, the staff member’s supervisor, and the office of human resources.
