
Promotion (Staff) Procedure - 63.03.04
College Policy Number/Title:
Promotion means that an employee has been promoted to a new job position in a new classification. There are two avenues to promotion at Howard Community College:
- From time-to-time, in order to meet the needs of an agile organization, it may be necessary to restructure jobs to meet the changing needs of the college and departments within the college. As a result of such restructuring, if at any point in time a job has changed dramatically, a supervisor may submit a position action request form and an updated job description for the job to the area vice president or president to request a job study. Both the form and the current job description can be found on the portal; the job description should be revised using the track changes feature. If approved for study by the area vice president or president, the office of human resources will be asked to evaluate the job for the proper grade level. If the job evaluation results indicate that the changes are significant enough to warrant a new grade, the area vice president or president will bring forward the job to the president’s team for final approval. Salary changes resulting from approved reclassifications are considered promotions and may be effective upon final approval, at any point during the year. The area requesting the reclassification is responsible for funding the increase in pay.
- If an employee elects to apply and is hired for a position at a higher grade level, appointment to the new position will be considered a competitive promotion.
Note: Dean, associate dean, and chair positions are considered appointments and not promotions.
Staff who are promoted are required to complete the probationary period specified in procedure 63.03.02, Probation. Compensation procedures described in procedure 63.04.11, Salary Administration and Schedules are followed.
