Naming Opportunities Policy - 61.23
The Howard Community College Board of Trustees may name buildings, rooms, outdoor spaces, etc. after individuals or organizations at the recommendation of the president or the Howard Community College Educational Foundation (HCCEF) board of directors based on the following criteria:
- the individual or organization contributed significantly to the founding or advancement of the college;
- the individual or organization contributed financially to the college; the type of space named commensurate with the gift; or
- the individual or organization contributed significantly to the community over an extended period of time.
No individual currently holding elected office is eligible for naming rights.
The board of trustees is informed of naming opportunities that are part of the fundraising efforts of the Howard Community College Educational Foundation, Inc.
In addition to the Howard Community College Board of Trustee’s policy, the HCCEF established the following criteria:
- A name association lasts the lifetime of the subject until the purpose of a building, room, or facility is changed such that it is demolished, substantially renovated, or rebuilt. The college may retain the use of the name or name another comparable room or facility or may maintain the name association in a donor acknowledgement on campus.
- A name association does not grant the donor any ownership, control, access, or use different from members of the general public, or allow any special use of the name association.
- The president of Howard Community College reserves the right to withdraw a name association, if circumstances warrant. Name associations, including gifts, endowments, scholarships, and facilities, are reconsidered if there is evidence of individual or corporate legal impropriety or other act that could bring dishonor to the college. If the president withdraws a name association, no portion of the donor’s gift is returned unless the president determines that such a return of all or a portion of the gift is in the best interest of the college.
- The college president may require a donor (living or deceased) background check based on particular facts and circumstances. If a background check is determined to be necessary, the donor, donor’s executor, or designee is required to sign an authorization allowing the background check.
- If the naming opportunity is attached to a facility or piece of equipment that does not require funding, the HCCEF will place the naming funds in an endowment, stipulated scholarship, or other program fund or unrestricted account, per the donor’s wishes.
The final authority for any naming decision resides with the college president in consultation with the board of trustees.
