College Procedure Number/Title:
Howard Community College and the Board of Trustees of Howard Community College comply with the provisions of the Maryland Open Meetings Act contained in Title 3, Subtitle 3, of the General Provisions Article of the Annotated Code of Maryland. The Open Meetings Act strikes a balance between the need for openness in the conduct of public business and the need of public bodies to keep confidential certain types of information.
The Act does not afford the public the right to participate in meetings; it provides and protects the right of the public to observe the board’s processes and decision-making at open meetings.
