
Free Speech and Peaceful Assembly Policy - 61.08
Howard Community College maintains an environment in which all individuals and groups representative of diverse cultures and points of view can advocate for their views free of intimidation. The college maintains a non-negotiable position on civility, respect, and safety. All actions and speech in the classroom, workplace, in college facilities, and on college property shall be civil and respectful. Howard Community College recognizes the rights of the college community to freedom of speech and the right to peaceful assembly. These activities must not disrupt or disturb the educational and operational functions of the college. Accordingly, the time, place, and manner of exercising speech and advocacy on the campus are subject to regulations that shall provide for non-interference with college educational and operational functions.
Howard Community College promotes a safe and secure environment which will support and enhance the educational programs and services of the college at all times. Use of college facilities by internal or external entities shall not adversely impact or interfere with college educational or operational functions. Therefore, the following activities are prohibited: acts of violence and intimidation; destruction of property; constructing encampments; constructing blockades; disruption of classes; takeover of buildings and/or grounds; interference with, disruption of, or damage to campus communication networks or data networks; any activity that creates a safety hazard; any activity that interferes with college business, operations, programs or services; and/or any activity that interferes with the ability of students, faculty, or staff to engage in the normal educational functions of the college.
This policy is applicable to students, faculty and staff, as well as any visitor, licensee, or invitee on the Howard Community College campus. Any employee or student who violates this policy may be disciplined pursuant to applicable college policies and codes of conduct, and may be reported to local law enforcement authorities. Any visitor, licensee, or invitee who violates this policy may be issued a trespass notice and may be reported to local law enforcement authorities.
