
Fundraising Procedure - 61.05.07
College Policy Number/Title:
The Howard Community College Educational Foundation (HCCEF) actively solicits and promotes fundraising activities that enhance the overall mission and purposes of the college. The HCCEF accepts charitable gifts and grants on behalf of the college in addition to in-kind gift donations.
Fundraising by External Groups and Other College Departments on Campus
Fundraising by external groups in any of HCC's facilities is strictly prohibited unless official permission is authorized by the president's team. HCC employees who coordinate use of college facilities with internal or external groups for fundraisers should consult with the development office to ensure that the fundraising effort of the external group is not in competition or conflict with the college's fundraising efforts and goals.
Solicitation for support of community nonprofits on a college-wide basis is currently limited to United Way.
College employees who solicit for other charitable causes must first obtain permission from their area vice president or the president. Whether a charitable solicitation is a college-wide solicitation or one initiated by an HCC faculty or staff member, no HCC employee is obligated to personally support any solicitation.
Fundraising at the college by employees or students must be approved by the director of development/executive director, educational foundation at least four weeks prior to the event or activity.
Fundraising by students must also be approved by the director of student life at least four weeks prior to the event or activity.
Guidelines for Fundraising
Coordinating all fundraising through one department is critical. This coordination:
- provides a continuity of message in building understanding and support for the college-wide funding needs;
- avoids conflict and duplication of effort of fundraising on campus;
- maximizes the contribution from each potential donor;
- provides a complete accounting and audit trail of all monies donated to the college; and
- ensures that no other fundraising efforts compete with the priorities established by the HCCEF in support of the college.
Authority and Responsibility
All fundraising activities of the college and its units are coordinated by the development office/foundation office as designated by the president. Solicitation of gifts, funds, or property will not be made by anyone in the name of, or for the benefit of Howard Community College without the express written approval of the development office.
The HCCEF is the only organization that may hold fundraising activities involving raffles or other games of chance.
To avoid an excessive number of solicitations in the name of the college, the development office serves as the coordinating entity for all type of fundraising programs and all solicitation of funds and in-kind items from private individuals, foundations, businesses, corporations, and organizations.
Donor-Initiated Gifts
Cash gifts
Cash gifts are payable to the Howard Community College Educational Foundation. Donors must indicate the area or program for which the gift is being designated.
In-kind, non-cash gifts
Non-cash gifts must be donated through the HCCEF (refer to procedure 61.05.06, In-Kind Donations – Other, for additional information).
