
Howard Community College Names New Vice President for Policy and General Counsel
Howard Community College (HCC) announces the appointment of Delisle Warden as the new vice president for policy and general counsel. The vice president of policy and general counsel acts as the chief legal officer and coordinates the legal, contractual, policy, and procurement programs of the college. Warden will be the first to serve in this newly developed position and will join HCC on July 31, 2023.
“I am very excited to welcome Delisle as the newest member of HCC’s senior leadership team,” said Dr. Daria J. Willis, president of Howard Community College. “His extensive legal background and higher education experience will be vital to the college community as we work to move HCC forward.”
Warden comes to HCC from the Center for Professional Development and Career Strategy at The George Washington University Law School. As associate dean, he increased the specialization of counseling and professional development services provided to law students and increased favorable employment outcomes for graduates within nine months of graduation to a historic 90.8%. He has previously served as general counsel for California community colleges and has worked for an AM Law 100 law firm and a Fortune 100 technology company.
Before earning his law degree, Warden served as a paralegal for the Civil Rights Division of the U.S. Department of Justice. He traveled across the country, investigating allegations of discrimination based on race, religion, and family status. He later returned to the federal government as legal and policy advisor to the Economic Development Administration of the U.S. Department of Commerce.
Warden earned his Juris Doctor from Harvard Law School, where he served as the general editor of the Harvard BlackLetter Law Journal. Warden also holds a Master of Business Administration from the Olin Business School at Washington University in St. Louis, and a Bachelor of Arts in international studies from Emory University. He is a member of the state bars of Maryland, California, and Texas, and holds a Certified Information Privacy Profession (CIPP/US) certification from the International Association of Privacy Professionals.
